Title of Initiative: (26-01) Initiative Petition for a Law Relative to Safer Technology per Non-Ionizing Radiation
Non-Ionizing Radiation Definition: Non-ionizing radiation (NIR) is an electric and magnetic field surrounding electricity, transmitted by antennas, or visible as light. NIR emitted or transmitted by technology includes wireless transmissions, power line fields, and computer screen light.
Core Standards: Proposing an “As Safe As Reasonable & Achievable” (ASARAA) evaluation guideline for NIR technology, promoting safer use or alternatives to protect the public, with respect to health, safety, environment, property, and civil liberties.
Framework: An independent ‘Office of Research & Technology Optimization’ with scientific, technical, and legal expertise is created to establish the ASARAA guideline, conduct research, and provide recommendations to the public and government including regarding employment.
NIR & NIR Technologies: NIR is emitted by electricity and utilized for many modern technologies, such as robotics, networked health devices, micro-current weapons, directed energy weapons, surveillance, communications, utility meters, and artificial intelligence mobility.
Timeline: In 2026 we are testing our signature gathering operations while building public awareness, support, and getting feedback to resubmit a revised proposal in the fall of 2027. Signature gathering in 2026 is important because we need to practice, build, and get public feedback.
2026 Milestones: Filed August 2026; certified 2 September 2026 by the Attorney General’s office. The Secretary of State is still preparing printed petitions as of 20 September 2026.
2026 Town Clerk Filing Deadline: Petitions with voter signatures must be filed with town clerks, during open hours of by appointment, by or before 5 PM on November 18, 2026, a Wednesday.
